ABSTRACT
The challenges that these cities are facing are due to a variety of reasons. Aside from coping and dealing with natural disasters, most of these challenges are a result of a “critical event” that forces the community to focus on a renewed consciousness about how to deal with this distress in certain neighborhoods and a desire to improve their physical makeup and the welfare of their people.
