ABSTRACT

In official remarks for the 2011 Recognition of International Human Rights Day, former US Secretary of State Hillary Clinton announced that $3 million would be placed into a new Global Equality Fund to fight global lesbian, gay, bisexual, and transgender (LGBT) discrimination. Echoing her words at the Fourth United Nations Conference on Women in Beijing (1995) where she declared “women’s rights are human rights,” Clinton pronounced that “gay rights are human rights, and human rights are gay rights” (Clinton 2011). According to the Human Rights Campaign (HRC 2015a), this speech at the United Nations (UN) Human Rights Council in 2011 “broke the gay glass ceiling” and ushered in a new era for transnational LGBT rights.
