ABSTRACT
As in most post-communist countries, privatization has been a complicated process in Ukraine. Early on, there was a broad public understanding that extensive privatization was needed. However, initially, there was little sense of urgency. The emphasis was on getting privatization right rather than getting it done quickly. Therefore, Ukraine got involved in a long and complex public debate over privatization.
