255When analyzing the Ukrainian economy in the 1990s, the key question remains: Why has Ukraine failed to achieve economic growth for a whole decade? The entire former Soviet Union has suffered a substantial economic slump and statistics remain dubious. However, Ukraine stands out in two regards. First, Ukraine has not recorded one single year of economic growth. Second, at the end of the decade Ukraine has suffered the greatest cumulative decline of all post-communist countries that have not been involved in war.
