ABSTRACT
On December 1, 1991, the Ukrainian population voted overwhelmingly for the independence of Ukraine. Hundreds of years of subjugation to Russia or Poland had come to an end. The new Ukrainian government faced all the challenges of a newly independent state at the same time that the country was in a grave and multifaceted economic crisis.
