ABSTRACT

As a starting point, governance should be interpreted as the system that controls the conditions for the exercise of government. While government refers to the exercise of power, which in democratic systems is typically exercised by authorities that are elected by the people, governance basically defines the quality of such exercised power. More specifically, in a geographical perspective, governance is a system of techniques, practices and institutions that regulates the creation of the preconditions for an effective management of places throughout the exercise of power (Turco, 2010).
