ABSTRACT
Yesterday's discussions focused on what "being disabled" meant and what were the rights and responsibilities of the different actors - the state, society, the employers and the disabled. Discussions pointed to various ways of addressing the complex issue of disability, among which activation was acknowledged as one of the major instruments for social integration, A number of obstacles were identified and discussed at some length. So I hope that our panel's discussion today will end on a more positive assessment of activation's potential.
