ABSTRACT
1) The serious problem of the state social policy pertaining to disability and the reaction of society in this respect in the transformation countries is a phenomenon of the so-called "escape to disability" that can be especially observed in difficult life situations and intensification of social changes. Ana lysed from the time perspective, the problem in question has two different causes. The first cause is the heritage of the past and the second one is the transformation of the labour market during the transition period.
