ABSTRACT
From 1973 to 1978 ten states enacted laws that reduced the penalties for possession and/or use of small quantities of marijuana. Even New York State, which until 1977 had some of the toughest statutory “drug laws” in the country, subsequently softened its position on marijuana. On the national level, President Carter called on Congress to enact legislation which also diminish penalties for violations of federal anti-marijuana laws.
