ABSTRACT
United Nations Office for Project Services (UNOPS) is in the unique position of being a service provider to other entities of the United Nations system without a substantive or sector mandate of its own. While this avoids conflicts of interest in the course of implementing project work on the ground, UNOPS relies more than other UN entities upon the entire UN system framework for all substantive matters.
