ABSTRACT
Many people did not recognize fully the significance of the policy 'societalizing social welfare'. They always criticize the poor quality of services provided by some private welfare agencies. But if we don't have many fish in the pool, how can we choose better ones from amongst them? And how are the vast amount of welfare needs to be met?
