ABSTRACT
Bulgaria has had four different governments since 1990, each with its own ideas about reform, and this has without question set back economic transformation. Although there is general agreement in the country on transformation goals, and the desirability of establishing a democracy and free markets, considerable disagreement exists about the nature and speed of reforms.
