Health Costs and the Ethics of the German Sickness Insurance System

In medical ethics many conflicts arise from the issue of costs. How much money should society spend and indeed, what can it afford to spend on health care? Who is going to pay for medical treatment? How should health care resources be allocated? Who decides which treatment is appropriate? These are central questions on health policy discussed from the late nineteenth century onwards.
