ABSTRACT
After the Party and the state have determined the political and economic tasks of each period, the planning organs must formulate national economic plans that can guarantee the fulfillment of these tasks. These plans must be formulated with scientific methods. These scientific methods must correctly reflect the requirements of a planned (proportional) development of the national economy. The more than 30 years' experience in plan formulation of the Soviet Union demonstrates that the balance method is such a method.
