ABSTRACT
The foregoing studies reflect the analysis of an extraordinary array of experts who have tried to answer the question of how water-related events create social disruptions capable of posing threats to U.S. interests around the world. The analysts include former ministers, negotiators of international water treaties, hydrologists, professors, managers of multilateral development institutions, advisors to presidents, architects of national water strategies and researchers with decades of on-the-ground research experience.
