ABSTRACT
International agencies are capable of violating human rights. Thus there is a need for a mechanism for sounding the alarm and taking corrective action when they violate or are suspected of violating human rights. The main point here is not that the agencies sometimes go wrong, but that there is no effective institutional mechanism in place to put them right.
