ABSTRACT

to promote prevention of, preparedness for, and response to industrial accidents capable of causing transboundary effects, and international co-operation in these fields by mutual assistance, research, and development, as well as exchange of information and technology regarding industrial accidents in general, and to this end to strive towards convergence of relevant national policies and practices;

to provide for notification among states concerned (a) on any proposed or existing hazardous activity capable of causing transboundary effects in the event of an industrial accident, and (b) on any industrial accident, or imminent threat thereof, which causes or is capable of causing transboundary effects;

to provide for mutual assistance in the event of an industrial accident;

to promote public information and participation in relevant decision-making processes concerning hazardous activities.
