ABSTRACT

It was once generally true that environmental quality could be purchased in the private market. A s my income rose, I could confidently look forward to enjoying cleaner air, a quieter neighborhood, and m ost other elements o f what m ight have been (and was) called gracious living. N ow , even though my incom e rises, I find the private market for environmental qual­ ity closed to all but multimillionaires, and even they are worried.
