ABSTRACT
Offe (1985) sees the new social movements as being new in that they are not addressing the same problems as the ‘old social movements’ which were concerned essentially with class struggle. The liberal democratic states had learned to accept the old movements in the form of trade unions and collective bargaining and the various forms of the welfare state to achieve social control and manage conflicts in the wider political sphere.
