ABSTRACT

International responsibility is fundamental to the international legal system in ensuring redress for wrongs. The application of these principles to institutional frameworks has long been questioned and EU crisis management operations have posed particular challenges. The present chapter aims to consider these issues of institutional international responsibility in the context of the likely complex future relationship between the UK and the EU in the field of crisis management. With the UK seeking a partnership deeper than any previously envisaged, the potential exists for significant lack of clarity on where responsibility may lie for breaches of international law committed by personnel in crisis management operations in which the UK is involved in the future.
