ABSTRACT

This contribution will discuss some possible policy instruments relating to dynamic and innovative networks. This analysis will incorporate a territorial dimension. Since every actor is involved in some kind of network 1 where Porter’s (1980) five forces play a role, we do not need policies to create networks per se. Networks exist, but if we want to create an innovative dynamic network in a certain area — in Gremi terms, to turn a ‘milieu’ into an ‘innovative milieu’ — more deliberate policies are required.
