ABSTRACT
Policy, management and organisation are, or should be, inseparable aspects of urban environmental research. Being such intertwined dimensions of state action, they should be considered as a whole by public administrators and legislators, service providers and programme-makers. If anything, policies – materialised in governmental programmes, projects and laws – deserve to be given special attention as they should provide the political, legal, institutional and financial framework within which urban environmental management can take place.
