ABSTRACT
Utility regulation in Malta has, as a result of the membership of Malta in the European Union (EU), been moulded by the requirements imposed by the various EU directives relating to the different utility sectors. In creating the regulatory structures in line with EU requirements, the Maltese authorities have to some degree also been influenced by the experience of both United Kingdom and Ireland in utility regulation. In doing so the limited human and financial resources available have impacted on the shape of the regulatory bodies set up to regulate utilities in Malta, particularly insofar as consumer representation is concerned.
