There is a piece of folk wisdom that contends, “If it ain’t broke, don’t fix it.” Quoting such a homily may seem a strange and anomalous way to begin an inquiry into a subject as exotic and sophisticated as ballistic missile defense and President Ronald Reagan’s Strategic Defense Initiative (SDI), but the homily applies nonetheless.
