ABSTRACT
In the closing months of the Brezhnev era, and even more so in the period following it, the Western press speculated more and more frequently about a growing role of the military in the Soviet leadership's decisionmaking processes. For the most part this thesis rested on rather weak arguments; nevertheless it has found its adherents.
