ABSTRACT
Up to the end of Andropov's period in office, the process of cautious detente between the Soviet Union and the PR of China that had been started in 1982, ran on the tracks laid out by the actual development launched at the time and by the course of the first three rounds of consultation at the level of Deputy Ministers of Foreign Affairs (October 1982 as well as March and October 1983). 1 This means that cooperation in such areas as science, culture, sports, technology, and tourism that has resumed since then gradually expanded. The volume of trade increased greatly, and the climate of mutual intercourse improved noticeably. No progress was discernible in the three great conflict areas of security policy—troop concentrations along the border, Cambodia, and Afghanistan.
