ABSTRACT
Do cities get federal aid because of what they need or because of who represents them in Congress? If the latter, does it make a difference whether a city is represented by Democrats or Republicans? Are senators better than members of the House of Representatives at getting money for cities? Is membership on particular committees helpful in getting funds? These questons are important in trying to understand the politics of federal grant distribution and in analyzing the politics of urban renewal. But they are also difficult to answer.
