ABSTRACT
Stability through diversity could be Wisconsin's theme. While other states approached the 1980s under a growing shadow of recession, Wisconsin enjoyed a comparatively prosperous economy. State government was not called on to dig deep or cut back to address the social issues of education, health, and welfare.
