ABSTRACT
In the Pacific context, our basic sense of the need of industrialized countries for raw materials brings immediately to mind the situation of Japan, a resource-scarce industrial country that, in its desire to expand its output in order to export, has entered into contracts with other countries for raw materials and sources of energy. Its situation is now being paralleled by that of other rapidly industrialising countries in Asia, such as South Korea.
