ABSTRACT
HISTORY MAY RECORD 1991 as the year of the major breakthrough in North-South Korean relations. Given the many dashed hopes of the past, one must remain cautious. Yet there can be no doubt that recent events, and especially those occurring between October 1991 and January 1992, constituted the most promising developments in the troubled history of the postwar Korean peninsula. 1
