ABSTRACT

1. The role of developing countries in the present world information order has often been said to be essentially that of providing raw data for processing and utilization by the better equipped economies in the North(1).Information, like economic resources, is thus undergoing a process similar to that of minerals and other raw materials. Once produced, the information services that are based on developing countries raw data return to these countries in the form of knowledge, policies, entertainment and technology.
