ABSTRACT
Through the decades of Communist rule in Central Asia, one of the most critical factors relevant to the Party's hegemony there has been Moscow's ability to control the region's leadership. The power to mandate who would serve in what posts, and to remove those who no longer suited the center's needs was a key factor in Moscow's ability to dictate policy and to control its implementation.
