ABSTRACT
As a lawyer, I recognize that the legal profession has contributed in no small way to the problems experienced in the regulation of public utilities in recent years. Yet I believe that the profession is coming to recognize the problems and to develop some consensus that changes are required. Contrary to some popular myths, lawyers do not always try to foul things up. In many ways, we are like Charlie Brown saying, "How can we do so badly when we are so sincere?"
