ABSTRACT
What are the realistic prospects of popular participation making an Impact on development planning and management in Africa? The advantages which enhanced participation should engender make the question relevant. These include strengthened institutions, greater legitimacy, better accountability and perhaps even though it remains to be proved -- improved policy performance. To address the question properly, however, it is first necessary to take stock of the African experience with popular participation to date.
