Verification 1995 reviewed the results of the December 1994 Budapest Summit meeting of the then-Conference on Security and Co-operation in Europe (CSCE). 1 A year thereafter further progress has been registered in enhancing the role of the Organization for Security and Co-operation in Europe (OSCE) in preventive diplomacy and in serving as a forum for necessary reflection about the future of European security, the principal developments being Russian acceptance of an OSCE role in Chechnya and the launching of an exercise attempting to construct a ‘security model’ for the twenty-first century.
