ABSTRACT
The aim of the opening chapter is to analyse certain major issues of relevance to the organisational structure of a public enterprise. The term is employed in this book in a comprehensive sense so as to cover the legal basis of the enterprise, the economies of size, the decision-making and managerial structures, and the impacts of the functions assigned to it. Many of these aspects will be covered in the individual enterprise studies that follow and in the concluding chapter. The present analysis is devoted to two aspects in the main, viz., the size of the enterprise and the organisational impact of its functions; a third, the legal structure, comes in for a brief treatment at the end.
