ABSTRACT

Many of the assumptions regarding the problems of Third World cities and their solutions are not only largely unquestioned, but are not even derived from Third World experience. Perhaps even the notion of innovation itself should be questioned in this context, for in the face of explosive population growth, and economic and political constraints of an order unknown in the West, Third World cities must find ways simply to maintain what they have — both in terms of infrastructure and city management — to prevent urban chaos.
