In a time of expanding East-West trade, the question has been raised whether it makes sense for the West to ban the sale of certain strategic commodities to communist destinations while, at the same time, making efforts to expand the sale of other commodities. The further question has been raised that if it makes some sense to control technology transfer to the East, in view of recent events in Afghanistan, can agreement be secured among Western countries on the derivation of a common list of restricted commodities?
