ABSTRACT
It naturally follows from the logic of foreign trade based on the quota system that relations are formed on the macro-level. Foreign trade is still primarily shaped by planning boards (offices) and ministries of foreign trade. This form of cooperation, now justly called 'traditional,' has undergone a number of changes in the course of time, yet its fundamental characteristics have remained.
