ABSTRACT
We are witnessing an era in which the East-West antagonism might become more "civilized" and might eventually come under greater political control. There are two indicators that suggest this assumption:
First, we can observe more eloquence between the antagonists on all levels (Ost-politik, East-West dialogue, and treaties at various political levels, including U.S.-Soviet summits, all of which are oriented toward defining and regulating the political relationship between East and West).
Second, we are about to enter into agreements between East and West and within Europe (such as in the Conference on Security and Cooperation in Europe Process) on arms control and disarmament, which hopefully will contribute to greater overall military and political stability, thus diminishing the perceived significance of the military capabilities on both sides.
