ABSTRACT

It is often said that the postwar division of Europe is unnatural. This has become the obligatory incantation for Western statesmen speaking on the postwar fate of Europe. In this context, Western leaders also decry the division of Germany as unnatural and denounce as unfair the partitioning of the German people. When visiting the divided city of Berlin, these leaders emphatically and emotionally demand that the Berlin Wall be taken down. Only a few months ago at the Brandenburg gate, President Reagan said, "Mr. Gorbachev, open this gate. Mr. Gorbachev, tear down this wall."
