ABSTRACT
Soviet political control over Eastern Europe is the essential fact of postwar European history. It required "unorganic relationships" (to use Helmut Sonnenfeldt's term), that is it was based on military power. Massive Soviet military forward-deployoments in Eastern Europe, in particular in East Germany, became a determining political fact of the postwar European order.
