ABSTRACT
In the field of arms control, there are two main Soviet objectives. The first is the denuclearization of Europe. This is why the Soviet Union insists on an interalliance, bilateral framework for talks on conventional stability; it is the only way the talks can deal with dual-key systems. France feels that this is another reason to retain a 23 multilateral nation negotiating framework—to include the possibility that dual-key systems are included.
