ABSTRACT
To craft a policy toward Latin America, it is first necessary to understand U.S. interests in Latin America. For that, it is necessary to know the constraints of the policymaking process. Too many administrations, academicians, and amateur policymakers have had a policy first and then have tried to match U.S. and Latin American interests in the region to their policy. It is not surprising that the policies have failed or fallen short of expectations.
