ABSTRACT

The prevention of crises between the superpowers may be as important as their management but it is far more difficult to accomplish. Although the management of crises that grow out of regional wars among allies has been extensively considered, we know considerably less about the attempt of the superpowers to prevent crises by preventing war among their allies. We examine this dimension of crisis prevention, the attempt by and the capacity of the superpowers to restrain their allies from initiating war.
