In his chapter Professor Anderson has highlighted the tendency for the rate of agricultural protection to rise as industrialization proceeds. The general pattern is that developing countries tax their agriculture while industrial countries assist farmers in many ways. It can be readily demonstrated that unilateral reform of such distortions is in the overall interests of such countries. However, for the political reasons outlined by Professor Anderson, reform tends to be slow in coming.
