ABSTRACT
Verification and enforcement are related but not the same thing. The objective of the former is to ascertain whether a commitment--in this case, a promise not to develop or otherwise acquire nuclear weapons--is being faithfully observed. If it is not, then enforcement is needed to correct the problem.
