ABSTRACT

Teacher leadership is essential to the task of restructuring American schools for the twenty-first century. There is no other way to create the schools that we, as a nation, would like to have for educating all students for the increasingly complex and technological world we live in. Over the past 20 years, our society has tried to produce good schools by enacting ever more prescriptive legislation. One thing we have learned from those efforts is that regulations cannot transform schools. Only teachers can do that, in concert with parents, students, and administrators.
