ABSTRACT
This a particularly propitious time to cast a retrospective eye on Atoms for Peace and the philosophy behind the international nonproliferation regime. We have gone through a decade of accelerated thinking about the spread of nuclear weapons, which has been almost as remarkable as the change in thinking that took place between the birth of the nuclear age and President Eisenhower's speech announcing the Atoms for Peace program.
