ABSTRACT
In March 1985, the Chinese Communist Party Central Committee announced a decision to reform the nation's science and technology system. This was but the latest of a series of important policy developments directed towards science and technology (S&T) in the post Mao era. The March decision is usefully seen against a background of changes going back to the late 1970s.
